GoalTo increase the manufacturing capacity of military and dual-use products in Latvia.
Micro, small, and medium-sized enterprises producing military or dual-use products can apply for ALTUM loans and guarantees with capital discounts — loans up to 20 million euros and guarantees up to 25 million euros, with a total programme budget of 35 million euros. Applications are first evaluated by the Ministry of Defence, then by the Ministry of Economics commission, before being approved by ALTUM.

Who can apply
Support is available to micro, small, and medium-sized enterprises (SMEs), small mid-caps, or mid-cap enterprises. The enterprise must implement projects for military or dual-use products.
Maximum support
Loans with a capital discount are available up to 20 million euros, and guarantees with a capital discount up to 25 million euros.

- Improvement of industrial capabilities and production of military and dual-use products
- Construction of new factories
- Development of infrastructure required for production
Key conditions
- Must obtain an opinion from the Ministry of Defence
- Must receive a positive decision from the Ministry of Economics committee
- Application to ALTUM must be submitted within two months of a positive committee decision
How to apply
First, submit an application to the Ministry of Defence to obtain an opinion, after which the Ministry of Economics committee evaluates the application. Within two months of receiving a positive committee decision, apply to ALTUM.
